Double Privet Message

Every time I send a PM it shows up twice on my end. Not sure if it is happening on Second party's end.
OS Windows XP (I'm using a work laptop that I don't need to be all fancy)
Browser CROME (unaware of version)
My browser version is: (do not change)
Mozilla/5.0 (Windows NT 5.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

This is a well documented thing. The person you're sending it to only receives it once :)

my understanding of the issue is that message 1 is you entering the message and it going into the chat log, message 2 is the other player receiving it and it going into the chat log for a second time.
