At an unknown year 1% of humans being born possessed inexplicable mental powers that can be sorted into categories, however they are specific in manifestation and use (For example: Mind Control manifesting in the ability to manipulate a targets perception of friend and foe)
These powers include:
- Telepathy
- Mind Control
- Precognition
- Retrocognition
- Telekinesis (sub categories include pyro and electro kinesis)
These humans were dubbed "Eccentrics", and their powers "Eccentricities". In response to the increasing destruction caused by Eccentrics using their powers for harm, or by being unable to control their powers, the "Psychic Enforcement Agency" was created. A special branch of law enforcement formed primarily out of Eccentrics, in order to help control "Rogue Eccentrics"

- Regular Human: Just an ordinary human
- Homunculus: A regular human (usually a criminal) who has volunteered to undergo a mind wipe and "reprogramming". Usually emotionless and stern, they do start to develop a personality over time. Most of the time the process turns their hair pure white due to the stress
You should have two +1 traits in a standard FT style. If you are an Eccentric, you may have in one of your traits a factor that boosts your Eccentricity
Eccentricities should be named and described in your notes.
Eccentrics should have a codename based on either themselves, or their Eccentricity. Homunculi should have a serial number
