Base Stats Base Stats guarantee a certain amount of stars for an action.
Reasoning behind the idea Characters failing tasks that should be easy for the character, simply because a dice roll didn't meet requirements, isn't fun or realistic. If a character is skilled in a certain task, then that character should be able to complete the task (without a roll).
Let's say your character is a lumberjack, and has chopped down many trees and has become quite efficient at it, then why should the GM ask you to roll dice to chop down a tree when your character can, and knows he can chop down the tree easily without any problems. It causes this odd thing to happen where you question your ability to complete the task, but when your charter should be 100% sure that he can complete the task.
Character Creation You will start out with a certain amount of Skill Points to apply to your Skill.
Experience You will gain extra points to your skills from in game experiences.
